Neo Rome holds that Rome endures wherever its people renew the obligations of citizenship.
Its law remains available to study. Its offices remain available to reconstitute. Its civic life begins again when people undertake it together.
Declaration
We declare our intention to resume Roman civic life under a code written for the present age.
Neo Rome is a voluntary civic project organized around citizenship, public office, and published rules. Its proposed institutions begin with the consent of those who participate.
The Codex Novae Romae sets out the terms of that undertaking: equal standing, accountable office, public records, and a shared responsibility for civic life.
The Continuity of the Civic Body
In Digest 3.4.7.2, Ulpian describes a corporate body retaining its identity through changes in membership. Neo Rome draws on this principle as an inspiration for civic renewal.
